The International Code Council (ICC) has announced that Russ Manning, former executive director of facility operations and maintenance for the National Facility Services of the Kaiser Permanente Health System, has joined the Codes and Standards Department as deputy senior vice president of technical services. Dr. Manning will succeed Mike Pfeiffer, who has announced his plan to retire in 2023 after serving the Code Council for 36 years.
Manning brings more than 25 years of experience in process improvement and optimization in enterprise facility life cycle management, real estate master planning and real estate management. He holds a Ph.D. in architectural engineering from Pennsylvania State University and has served as a medical service officer in the United States Army. In his extensive project and leadership experience, he has previously managed a multi-national facilities operations program across 13 countries and an annual operating program of more than $1 billion. Through his contributions to the industry, Dr. Manning has also established the first building information modeling guide for facility life cycle integration within the healthcare sector.
"With his broad technical and strategic skills, Russ is well-positioned to guide our Technical Services team in providing world class codes, standards and technical services to our members and customers," said ICC Chief Executive Officer Dominic Sims, CBO. The Technical Services Department, responsible for codes and standards development and architectural and engineering services, is an integral part of the Code Council. The Code Council's Technical Services team makes the process of understanding and applying the codes efficient and straightforward by offering code commentaries and code interpretations.

"Russ will be assisting me as we transition him to lead the department upon my retirement in 2023."
