ICC Evaluation Service (ICC-ES) has announced a change in senior management, effective Jan. 1, 2024. Shahin Moinian, P.E., who joined ICC-ES in 2010 and served as president for 10 years, will now be supporting the Code Council's mission as executive vice president of strategy and business development, global.
During his tenure as president, Moinian oversaw all testing, inspection and product evaluation activities within ICC-ES including building, plumbing, mechanical and fuel gas, and solar certification programs. Moinian's passion for quality and expeditious service was made evident by his many contributions to the company including an expansion of the Plumbing, Mechanical and Fuel Gas (PMG) listing program, the addition of an inspection program to create a more robust continuous compliance plan, and greatly reduced turnaround time for report completion.
"I am leaving the ICC Conformity Assessment Group in the hands of most dedicated experts in the industry, to become ICC's EVP of Strategy and Business Development," Moinian said. "In my new role, I will provide the leadership and vision necessary to ensure that ICC expands its global presence successfully."
The ICC Conformity Assessment Group (ICC CAG), formed in 2023, combines the core testing and certification services of ICC-ES and ICC NTA to streamline solutions for manufacturers seeking code compliance for their building or plumbing product.
David A. Tompos, LEED AP BC+D, will serve as acting president and executive vice president of ICC CAG. Tompos served as president and CEO of NTA from 2002 to 2023 where he was responsible for the overall strategic vision and direction of the company. He also oversaw all government-related relationships, including NTA's involvement with HUD and state agencies.
In his role as executive vice president of ICC CAG, Tompos will be involved with the oversite of and strategic planning for multiple divisions of the International Code Council's family of solutions.

My focus will be on enhancing our commitment to excellence in building safety, sustainability and innovation," Tompos said. "In this new capacity, my primary goal is to ensure that every client interaction is not just a transaction, but a demonstration of our dedication to excellence and responsiveness. My vision is to lead the business in a way that becomes synonymous with quality and exceptional client experiences, making us the preferred partner in testing and certification."
